Evaluation to Enhance Future Implementation of LEADER Approach in Georgia

We recently started evaluating a project entitled “Promoting Citizen Engagement for Economic Development (PROCEED)” aimed at addressing the challenges associated with poverty and unemployment in Dedoplistskaro municipality in the Kakheti region of Georgia and enhancing the wellbeing of its population through applying the LEADER/Community-Led Local Development (CLLD) methodology.

The project united local government officials, farmers, CSOs, youth groups, business owners, and other stakeholders under a local action group (LAG), which elaborated a municipal-level development strategy for the municipality and implemented 100 grant projects to pursue that strategy under the European Neighborhood Programme for Agriculture and Rural Development (ENPARD).

“We believe our examination of how much the project was able to achieve its objectives, which included strengthening locally-led community development, enhancement of skills and capacities of LAG members, and increased the access of households to social, environmental, and economic services, will serve as important grounds for local governments, ENPARD, and various project managers to enhance performance of current and future LEADER/CLLD projects,” said Mr. Larry Dershem, Practice Lead in M&E at PMCG.

This project is being implemented by PMC Research, and is financed by Heks Eper.
