Elene Panchulidze

Elene Panchulidze is an Associate Fellow at PMC Research Center (PMC RC). Her research focuses on democratization, gender, civil society, and European integration. She represents PMC RC in the Trans European Policy Studies Association (TEPSA).

She has a decade of professional experience in research and policy analysis, and has led many research projects on Georgia’s European integration, civil society empowerment, and democratization funded by the National Endowment for Democracy, the Open Society Foundation, the European Commission, and the German Federal Foreign Office.

Currently, Panchulidze works at the European Endowment for Democracy (EED) where she coordinates programs in the Eastern Partnership (EaP) team. Prior to joining the EED, Elene worked as a Research Coordinator at the Georgian Institute of Politics, a Policy Officer at the EU Delegation to Georgia, and at the OSCE Election Observation Mission to Georgia.

She has authored numerous academic articles and book chapters as well as policy reports for TEPSA, Carnegie Europe, the European Parliament, and other international organizations. In 2022, Panchulidze was awarded a place on Forbes Georgia’s “30 Under 30” list.

She holds master’s degrees in EU international relations and diplomacy studies from the College of Europe, Bruges, and in diplomacy and international politics from Tbilisi State University. In the course of the latter, she spent an exchange semester at the University of Tartu, focusing on EU-Russia relations.
